历来 means "always/historically" and cannot be used for a single event that just happened. For "not until today," use 直到...才.

他历来很忙,昨天也很忙。
他一直很忙,昨天也很忙。Tā yìzhí hěn máng, zuótiān yě hěn máng.

历来 describes deeply established, long-term patterns — not simply being busy recently. For ongoing states, 一直 is more natural. Reserve 历来 for principles, traditions, and established characteristics.

历来她喜欢吃苹果。
她历来喜欢吃苹果。/ 她向来喜欢吃苹果。Tā lìlái xǐhuān chī píngguǒ. / Tā xiànglái xǐhuān chī píngguǒ.

历来 should be placed after the subject, not at the beginning of the sentence. Also, for simple personal preferences, 向来 is often a more natural choice than 历来.
